Meta Ad Active but Not Spending? 11 Causes and Fixes

Quick answer

When a Meta ad is active but not spending, something in the setup is stopping it from winning auctions or from entering them at all. The most common causes are a bid or cost cap set too low, an audience or budget too small to deliver, an ad still in review, or a billing or account limit. Start with the Delivery column at campaign, ad set and ad level, then work down the checks below.

Why is my Facebook ad active but not spending?

Meta's help center says to check delivery status at all three levels, because a campaign can look active while the ad set or ad underneath it is held up or switched off. In Ads Manager, look at the Delivery column for the campaign, the ad set and the ad, and hover over any warning or error to see Meta's own explanation.

If everything says Active and spend is still zero, go through these causes in order:

  1. Bid cap or cost cap too low
  2. Budget too small for the audience or the optimisation event
  3. Audience too narrow
  4. Learning limited
  5. Ad in review, rejected or flagged
  6. Payment or account spending limit
  7. Scheduling that only runs at certain hours
  8. An ad set end date that has passed
  9. Overlapping ad sets competing with each other
  10. Low quality creative
  11. Campaign budget being sent to other ad sets

Is my bid or cost cap too low?

Jon Loomer lists a cost per result goal or bid control that is too aggressive as one of four main reasons a Meta budget does not spend. If the cap is below what the auction will accept, Meta simply does not deliver.

  1. Open the ad set and find Bid strategy under Budget.
  2. If it shows Bid cap or Cost per result goal, compare the number with what you actually paid per purchase over the last 30 days.
  3. Raise the cap closer to your real cost, or switch to Highest volume for a few days to see whether spend starts.

The fix: a realistic cap, or no cap while you get delivery going again.

Is my budget or audience too small to deliver?

Meta's help center says an ad set becomes Learning limited when it is unlikely to get around 50 optimisation events in the week after its last significant edit. A small budget aimed at Purchase on a narrow audience can sit there for days with very little spend.

  1. Audience too narrow. Check the audience size estimate in the ad set. If you stacked interests, a small country and a tight age range, widen it.
  2. Budget too small. Divide your daily budget by your usual cost per purchase. If the result is well under one purchase a day, Meta has little room to work.
  3. Learning limited. Meta suggests combining ad sets, widening the audience, raising the budget or cost control, or choosing a more frequent optimisation event.
  4. Overlapping ad sets. If several ad sets target similar people, they compete with each other. Use the Audience overlap tool in Audiences and merge ad sets that overlap heavily.

Could review, billing or scheduling be stopping it?

  1. In review or rejected. A new ad, or one you just edited, can show In review. A rejected ad will not deliver. Hover over the status for the reason, then edit the ad or request another review.
  2. Low quality creative. If one ad gets few impressions while others in the ad set spend, refresh the creative.
  3. Payment or account issue. Open Billing and payments. A failed card, an unpaid balance or a reached account spending limit stops delivery across the whole account. Meta's help center suggests resetting the account spending limit or updating payment details if ads will not turn back on.
  4. Scheduling. If the ad set uses a lifetime budget with an ad schedule, it only runs in the hours you picked.
  5. End dates. Check the ad set schedule for an end date that has already passed.

Why is one ad set spending while another gets nothing?

With campaign budget, Meta moves money to the ad sets it expects to perform best. An ad set at zero spend inside that campaign may be working as designed. Jon Loomer also points to ad set spending limits inside a campaign budget as a common cause.

  1. Check whether the campaign uses campaign budget and whether any ad set has a minimum or maximum spend limit.
  2. Remove unneeded spend limits.
  3. If a new ad in a mature ad set gets nothing, test it in a fresh ad set, or use Push delivery to this ad if your account shows it.

Meta's help center also suggests looking at the activity history for changes made just before delivery slowed or stopped.

How do I check whether this is hurting my own sales?

  1. Compare daily ad spend in Ads Manager with daily orders in your store admin for the last 14 days.
  2. Check sessions from Facebook and Instagram in your store analytics. If they fell on the same day spend fell, the delivery problem is costing you visitors.
  3. Work out ROAS from real orders: revenue from Meta orders divided by spend. If ROAS holds while spend falls, restoring delivery is the priority.

Key facts

  • Meta's help center says an ad set becomes Learning limited when it is unlikely to get about 50 optimisation events in the week after its last significant edit.
  • Meta says a Learning limited ad set moves back to Active once it gets 50 optimisation events since its last significant edit.
  • Meta recommends checking delivery status at the campaign, ad set and ad level, because a lower level can be off or in review.
  • Meta's help center says reaching the account spending limit stops ads from serving.
  • Jon Loomer names four main reasons a Meta budget does not spend: a small audience, ad set spend limits inside campaign budget, aggressive cost controls, and optimising for an event that does not lead to results.

FAQ

How long should I wait before fixing an ad that is not spending?

If spend is zero after a full day and the ad is not In review, start checking. Make one change at a time, since big edits can restart learning.

Will increasing the budget fix an ad that is not spending?

Usually not. If the cause is a low bid cap, a review hold or a billing issue, more budget changes nothing.

Why is my Meta ad active but getting no impressions?

Usually a low bid or cost cap, a very small audience, an ad in review or a payment problem. Hover over the Delivery column warnings at all three levels.
